The Prime Minister said he was “strongly against” Britain adopting a Norway-style system that would see the UK outside the EU but bound by its laws.

The warning came ahead of Mr Cameron’s visit to Iceland where he will meet Scandinavian leaders as part of the Northern Future Forum.

Speaking on Radio Four, Mr Leadsom said: “I think that Britain could make a very good place for itself inside or outside the EU.

“I think reform is essential and that’s what the Prime Minister is determined to get.”

Asked if she could imagine voting to leave, she said: “I could imagine voting all sorts of things. That doesn’t mean I will.”

Speaking an hour earlier in the House of Commons, Mr Cameron said it was “very important” to speak about the alternatives of leaving the EU.

Brussels’ latest visions for ‘deeper’ euro integration should not worry David Cameron just yet

“Some people arguing for Britain to leave the European Union, although not all of them, have pointed out a position like that of Norway as a good outcome,” he said.

“I would guard strongly against that. Norway pays as much per head to the EU as we do and takes twice as many migrants per head as we do in this country, but has no seat at the table and no ability to negotiate.

“I am not arguing that all those who want to leave the EU say that they want to follow the Norwegian path, but some do and it is very important that we are clear in this debate about the consequences of these different actions.”
