The warning letter, which will be delivered to the Prime Minister, says many activists and councillors believe he has only met the “minimum outcome we could hope for in any renegotiation” after scraping together a new deal with EU leaders.Meanwhile Ben Harris-Quinney, councillor for North East Hertfordshire slammed the party’s top brass, saying: “It’s time the Conservative Party leadership placed it’s grassroots members and manifesto commitments back at the top their priority list, and stopped trying to disempower both with weasel words and political trickery.”

The letter states: “We do not feel these manifesto commitments alone were enough to represent a good deal for Britain in Europe, but given the clarity of the commitment they were at least the minimum outcome we could hope for in any renegotiation.

“As they have not been met, the only responsible and honest thing for the Conservative Party – and for those in it – to do, is campaign for Britain’s exit from the European Union.

“You made clear that if you did not get the deal you wanted in Europe you would not rule out campaigning for Britain to leave the European Union yourself, and we hope you will now unite your party and Britain in doing so.

“We ask that you consider the long term future of the Conservative Party and its wishes as a community, and take the views of grassroots members as seriously as your predecessors have.”It comes as Mr Cameron caused outrage among grassroots activists after telling MPs to ignore the views of voters and campaign to stay in the EU.

Amid a passionate House of Commons debate the Prime Minister told backbenchers not to take notice of “what your constituency association might say”.

But the comments have led many ground level campaigners to accuse the Conservative leader of taking advantage of the very people who worked to get him into power – as they threaten to pull support from the party.A member of the Conservative party’s board said: “I was very saddened to read what the Prime Minister had said.”

“He was talking about the same grassroots members who elected him as Leader of our Party, who pounded the streets delivering millions of leaflets and helped secure his victory in the last election.

Further fears the Conservatives are turning their backs on a Brexit were fuelled by former cabinet minister Eric Pickles, who wrote an email to Tory councillors imploring them to “support the Prime Minister in his battle to achieve a better deal with our European partners”.

Arron Banks, the founder of Leave.EU, said: “It’s perfectly clear that the overwhelming majority of the grassroots Conservative party support Brexit.“The Leave.eu campaign has signed up over 500 conservative councillors and I think the vast majority will be disappointed that David Cameron has instructed his MPs to ignore their views.

“This arrogance will surely endanger the support of the grass roots supporters that get their MPs elected.”
