The alarm was raised after former Europe minister Peter Hain, a leading Remain campaigner, told a fringe meeting at Labour’s conference in Liverpool that EU bosses are prepared to ditch their rules to keep Britain in the EU.

This appeared to be confirmed by former French President Nicolas Sarkozy saying he would offer Britain a chance to reverse its historic Brexit vote if he is re-elected next year.

He said: “I would tell you’ve gone out, but we have a new treaty on the table so you have an opportunity to vote again.”

Meanwhile European Parliament chief Brexit negotiator Guy Verhofstadt, the former Belgian premier and leader of the parliament’s liberal bloc, has warned that MEPs could veto the Brexit deal.

He also made it clear that he wants a deal which would effectively keep Britain in the EU, possibly with “special associate status” in a way that would allow the City of London to be the euro’s financial centre.

He said: “If [Britain] is fully fledged in the internal market and they accept the four freedoms [including free movement], then OK.

“But then I ask myself: what is the reason to go out of the EU?”

Lord Hain’s comments at a fringe meeting at the Labour conference in Liverpool have sparked concerns that senior Remain figures and Brussels chiefs could be conniving to find a way to stop Britain Leaving.

The Labour grandee, who was a leading figure in the Remain camp, is still in touch with figures in Brussels and suggested that EU bosses would be willing to do what was necessary to keep Britain in the bloc.

Under the provisions of the Lisbon Treaty once Article 50 is triggered Britain is legally meant to Leave the EU within two years with no possibility of the process being reversed.

However, Lord Hain, who served as a cabinet minister under Tony Blair and Gordon Brown, and was Europe Minister from 1999 to 2001, suggested that Brussels would change the rules.

He told a fringe meeting entitled Brexit and the Disunited Kingdom: “I think that the Europeans may change their minds. I don’t think that Article 50 will be final.”

He added: “Nobody in the European Union wants us to leave. We are the second largest economy, we contribute a lot to their budget, they would bite our hands off if we changed our minds.”

Afterwards he told the Daily Express that the position was “common sense” but admitted he could not see how a second referendum on EU membership could be brought about.

However, European Commissioner Jean Claude Juncker and other senior figures have made it clear they want to make life difficult for the UK with long drawn out negotiations.

Tory MEP David Campbell Bannerman warned that Lord Hain’s comments could signal an attempt to undermine the historic vote on 23 June.

He said: “It is highly likely that the EU will do everything it possibly can to try to keep us in their failing club.

“The British people voted for Brexit but EU bureaucrats who have no respect for democratic process certainly do not respect this decision.

“The UK Government needs to be monitoring every move the EU makes in this negotiation. The EU will stop at nothing to stop their failed empire from collapsing.”
