Nicola Sturgeon warned Scotland will be OUTSIDE EU and NATO if it votes independence

SCOTLAND will be outside both the EU and NATO if Nicola Sturgeon wins a second independence referendum, officials warned today.

The SNP wants a breakaway country to be a member of both groups with the First Minister insisting she wants a poll in time to “secure our relationship with Europe”.Her predecessor Alex Salmond narrowly overturned more than three decades of SNP hostility towards the nuclear armed Nato alliance in 2012.

During the 2014 independence referendum campaign, he also claimed an independent Scotland would be able to remain within the EU by using Article 48 of the Treaties of the EU – which could allow for alterations to membership without Scotland leaving.
But Ms Sturgeon today accepted there “would be a process of discussion”.

Any application also faces the prospect of veto by some countries, including Spain, facing separatist demands of their own.

The European Commission, which is run by President Jean-Claude Juncker, today made clear continuing membership was not available.Commission spokesman Margaritis Schinas said the so-called “Barroso doctrine” continued to apply.

Former commission president Jose Manuel Barroso set out the legal view that if one part of an EU country became an independent state it would have to apply for EU membership.

At a briefing in Brussels, Mr Schinas said: “The commission does not comment on issues that pertain to the internal legal and constitutional order of our member states.”

But he added: “The Barroso doctrine, would that apply? Yes that would apply, obviously.”Last month Jacqueline Minor, the European Commission’s outgoing official representative in the UK, said an independent Scotland would be forced to join the “list” of countries waiting for membership. She also said no more states would be allowed in before 2020, the year after Britain leaves.

Nato Secretary General Jens Stoltenberg yesterday [MON] told Sky News, Scotland would also have to apply to be a new member of the 28-member alliance.

He said the alliance had no view on the question of independence but warned the rules of the alliance were clear.Mr Stoltenberg added: ‘By leaving the UK it would also leave Nato – of course it is absolutely possible to apply for membership and then the allies will then decide.”

Speaking in Edinburgh Ms Sturgeon defended plans for a poll saying she wanted to “negotiate in a timely fashion” Scotland’s relationship with Europe before or shortly after Brexit.

She said: “To leave it any longer than that would make that process more difficult. I do accept that that would be a process of discussion.”The SNP’s longstanding policy and commitment has been to membership of the European Union.

“Obviously we are in different circumstances now than we have been in the past but that has been and remains our position.

“But on this issue as on all of the many other issues that people will want to consider in advance of a choice I have said very clearly that we will set out our proposition in advance of a choice so that it is an informed choice.”
